Job Purpose:

The Learning and Development Specialist works collaboratively with the Human Resources (HR) Talent Management team, under the direction of the Head of Talent Management, to foster a culture of continuous improvement and professional growth across the organization. This role focuses on designing, implementing, and evaluating training and development programs that align with organizational goals, ensuring employees are equipped with the skills and knowledge to perform their duties effectively. The Learning and Development Specialist contributes to identifying skill gaps and aligning development initiatives with performance metrics and organizational objectives. By utilizing performance data, the role supports the creation of targeted learning solutions that enhance employee performance and engagement. This role also involves coordinating with various departments to deliver impactful training programs, tracking the effectiveness of learning initiatives, and ensuring they are integrated into broader performance management strategies. Through a collaborative approach, the Learning and Development Specialist is assigned to drive employee growth via training courses, supports training for selective succession planning, and contributes to the organization’s overall success.

Key Responsibilities:

Collaboration and Stakeholder Engagement:

  • Support the development of the Human Resources strategy to ensure employee training and development leads to job satisfaction and subsequent retention of employees.
  • Manage the training management system, to include effective training courses to support performance evaluations, development plans, and improvement plans.
  • Liaise with the respective organization divisions and departments to provide information on available training to employees and understand the needs of management to upskill their employees.
  • Ensure employee certified training and training hours are an integral part of the annual performance appraisal reports and are uploaded to the University records software and reflected on the ADERP where applicable.
  • Develop reports for the Head of Talent Management on recommended/established training needs for departments, advising on training venues and assisting in identifying potential high caliber employees based on performance and training record.
  • Assist employees through email notifications and/or workshops of available training opportunities with developing their Individual Development Plans (IDPs) to help them achieve their short and long-term career goals, as well as improve current job performance.
  • Carry out research into the requirement of employee mandatory in-house training, training institutions and programs to meet the University’s training requirements.
  • Request proposals from training providers and make comparative analysis of methods, quality and cost and prepare appropriate recommendations to Head of Talent Management.
  • Develop criteria for evaluating effectiveness of certified training and regularly monitor and report results to management, along with recommendations for improvement as appropriate.
  • Conduct evaluation of training courses offered to determine the relevance, effectiveness, and impact on employee performance.
  • Work closely with line managers, under the direction of the Head of Talent Management, to identify potential key roles/jobs to determine the need of successors and identify current incumbents in key positions.
  • Identify high potential candidates who may be eligible for a succession planning program, based on experience and competencies, and make recommendations to the Head of Talent Management.
  • Ensure continuous improvement across all services of the Human Resources function related to learning and development.

Time Management:

  • Conduct annual training needs by collaborating with stakeholders and reviewing individual training plans to develop a comprehensive annual training plan with shortlisted nominees and schedule training into publishing a university wide training calendar.
  • Design and develop a customized training content either digital or non-digital and recommend best learning solution according to the training needs
  • Conduct evaluation for Of-The-Shelf training courses offered to determine the relevance, effectiveness, and impact on employee performance.
  • Carry out research and evaluation of into the availability of qualified training institutions and programs to meet the University’s training requirements and evaluate to report the selected training institutions performance evaluation.
  • Request proposals from training providers and make comparative analysis of methods, quality and cost and prepare appropriate recommendations to Head of Talent Management.
  • Manage and administer the Learning Management System (LMS) to drive digital learning based on training needs.
  • Monitor and report the effectiveness of training activities, attendance, certifications entitlement, training hours and regularly monitor and reports results to management, along with recommendations for improvement as appropriate.
  • Plan to facilitate business requested learning activities like workshops, awareness sessions, and trainings.

Feedback and Continuous Improvement:

  • Analyze metrics to identify trends and areas for employee upskilling, ensuring training is available for employee objectives for their appraisals.
  • Conduct awareness workshops and/or notifications to inform employees of available and/or obligatory training.
  • Conduct surveys to ensure the training offered to employees remains relevant and effective.
  • Develop reports to the Head of Talent Management for proposed annual calendar of in-house and third-party training required.
  • Stay up to date with all training required by faculty and administrative staff in an evolving global Artificial Intelligence ecosystem.

Compliance and Documentation Management:

  • Ensure that all employee certified training complies with government regulatory requirements for the annual training hours.
  • Manage the collection and processing of evidentiary documentation from employee training hours and certificates, with KPI reporting while ensuring accuracy and confidentiality.
  • Maintain an organized database of employee certified training records for easy access and reference.
  • Maintaining up-to-date documentation for audits.

Other Duties:

  • Perform all other duties as reasonably directed by the line manager that are commensurate with these functional objectives.

Academic Qualification:

  • Bachelor’s degree in Human Resources, Business Administration or equivalent. A master’s degree will be preferred.

Professional Experience:

  • 4-6 years of experience.
